There are stories about both Trump and Biden in this overview of Bob Woodward’s new book War, but the headline is definitely this Covid intro:

@manton I've been using my google-fu trying to track the story, there is no source to back up the statement that I can find other Woodward's own words. The headline is all over, but I can't find the source.

@timapple I think the source is someone who Woodward interviewed for the book, probably on the condition that their name wasn't used. I expect the "behind closed doors" statements about Biden were similar, from aides and whatnot.
