@manton Nice post tying all three of those articles together.

I think that idea of ”tiered regulation” also makes it possible (possibly!) to prevent regulation from actually serving as a protective shield to only entrench existing tech monopolies/oligopolies, e.g. with the new EU copyright directive, the only companies that have the ability to comply (pre-screening) are those that are already so massive that they have the resources to comply, effectively preventing small companies from entering the space and bringing competition. With different types or styles of regulation appropriate for different tiers of companies, there will be lots of room for small organisms to thrive and innovate underneath the forest canopy, to borrow a biological metaphor.
