@jeremycherfas People were walking and jogging, but maybe not quite enough developed for cycling. At least in the part I was at, there were stairs to get up too.
@manton stairs do make life difficult. They still have not replaced the channels at the side of the many sets of stairs that go down to the path along the Tiber, which is a pain.
