@ReaderJohn Wow, the world is full of things I’ve never heard of! These are canite defibrators. Canite is a fibre board made of sugar cane and they had to steam the fibres to make it.

@birming good guess. I had no idea but it turns out they were used for making a fibre-board product called canite.
