In Hawaii, all beaches and shorelines below the “upper reaches of the wash of the waves” are considered public property and open to the public, regardless of ownership. However, certain areas under direct control by the Federal Government are exceptions.

@mandaris yep. Most resorts must provide access and at least a few parking places. The shoreline access was first about native gathering rights (fishing, spearing and netting)
