@dejus I have two possible answers:

  1. A sattelite dish antenna.
  2. A hydraulic support-leg for a vehicle.

@odd I had similar thoughts, but this is a permanent mounting pad. I'd expect a support leg for a vehicle to have a foot that would go on the ground. It does seem adjustable, which argues for a satellite dish. I have an old dish that came with my house and it uses a fixed post in the ground with a linear actuator. My gut says this is a different beast.

@odd I've always seen cables. This looks like something mounted on an RV roof, both the white base and the sealant suggest that to me. But this is a pretty big piece of metal, so you'd have to really want something up on the roof to pay for this weight. It looks like a motor that could open a hatch, but why would you need that?

@odd @dejus Odd, I now think you had it right from the start, just slightly rearranged. I think this is the foot of a roof mounted satellite dish, such as a DishTV antenna.
