@odd I wish I knew. Posted in related thread(s) some gibberish which, upon re-reading, make me sound a libertarian-loon. Put problem in money machine, out comes out-comes!
I do have the impression that Americans prefer for private orgs to fulfill government tasking when possible. I have been adjacent to more than a few orgs involved with production and archiving of data of a nature that had me thinking “hmmm, don’t we have a need for non-market imperatives here?”, quickly followed by “uh, I don’t need to answer that question to get paid.”
And of course glib won’t stop the bleeding…sigh.
