Bottom line.

Unanimous consent doesn't really mean support has to be unanimous. It just has to be enough that no critic of the deal feels strongly enough to travel to Washington, stand on the House floor and object. And given the severe restrictions on travel and the risks lawmakers have to take to fly across the country under these conditions — not to mention the enormous pressure in both parties to get this bill done — it would take an extremely motivated House member to stop this bill.
