With endangered languages, I guess the right thing to do is take the lead from their existing speech communities, and what they want. I don't know much at all about Finland's minority languages, but there are loads of endangered language speakers that are OK with outsiders learning their language. I guess it's just that even with those, the policy level is more important – removing restrictions on using such languages in official contexts (like schools), and helping to promote "natural" intergenerational transmission. If learners become advocates for that kind of change too, without trying to take ownership of the language, then that seems like a good thing.
