I’d think the BBC style guide is balancing ‘no quotes could get us sued’ vs ‘quotes might be marginally confusing if you don’t read the copy’, and decided to go with the option less likely to get them sued.

The BBC used to have a web team but now mostly the reporter just writes it themself, last I checked. Style books exist so copy gets published quickly and consistently rather than think through every literal dot and comma.
