@ChrisJWilson Yes, I just downloaded a PDF, and am using the Files app on the iPad Pro with an Apple Pencil to mark it up. I looked at a few options, but liked the simplicity of markup in the Files app the best. I can draw with the Pencil, and scroll with my finger. The only downside is losing my place after closing. So I just write the page where I ended on the first page to easily scroll there.
