Other harnesses can do that, but don't set it as default. Government? HOA? Either way, restrictions of any type risk depressing property value. Sellers are certainly welcome to have a preference like this (some do). It’s hard to imagine how it could be required or enforceable by government. If a development shares this preference, their HOA can make it policy and enforce it. Similar to how the ringer is permanently off on my phone.
