The United Nations geoscheme was created by the United Nations Statistics Division (UNSD), you are conflating the UNSD with the entire United Nations organization. Every single time the UNSD publishes the United Nations geoscheme, it always comes with some variation of the disclaimer: “The designations employed… do not imply the expression of any opinion whatsoever on the part of the Secretariat of the United Nations concerning the legal status of any country, territory, city or area or of its authorities, or concerning the delimitation of its frontiers or boundaries.”
