The stakes here are things like school funding, takeovers by the state government, and teacher bonuses. While they impact retention minimally, stressed teachers means stressed students.

I probably won’t track down research to support my guess since I’m not writing a book, but based on anecdata from my 20+ year career in education and libraries, that’s where I’d lay the blame.
