@JMaxB My latest Luddite-ish project is to work out an offline way of organizing recipes. I'm thinking of a ring binder with those plastic sheets that people use for keeping printed photos (remember them?). I welcome suggestions from anyone who's taken this route.

@JMaxB Big index cards are popular for recipes because you can pop one out and prop it on a counter without needing lots of room.

@JMaxB I agree with @cheri I would go with the index cards. I think they would be easier to organize and store.

@JMaxB I second larger index cards (presuming that's still a thing you can buy). Whether you store them in a ring binder or box, probably depends on how you intend to store them/how messy a chef you are…I definitely need better storage for the family recipes I've collected.

@JMaxB Our offline method is exactly as you have suggested: three-ring binder full of photo sleeves with index cards in them.

I know you didn’t ask, but our favorite online tool is Paprika.

@JMaxB I use an accordion file, one with several pockets that I labeled by category (e.g., soups, meats, desserts...) Just throw in the recipe. I did once have a binder system like you are thinking about, but it was less friction to use an accordion binder. I do weed it out a few times a year -- only proven winners get to stay in the accordion file. I lived in a student housing co-op for awhile, and we used a box of index cards, sorted with index card tab dividers. That worked well too, for a collection of recipes that would have overwhelmed an accordion binder.
